I laugh at "wind chill" and "heat index", as the actual air temperature does NOT change at all, regardless of wind speed. Minus twenty is still minus twenty, whether the wind is calm or blowing at 50 knots. It'll feel colder, but "feels like" is useless, too. If i look out the window, knowing it's minus 20 degrees and the wind is blowing, I'm going to dress a little warmer versus if the winds were calm. Minus twenty is still minus twenty.
You never hear of "record wind chill temperatures"; as in "We broke today's wind chill record temperature of minus 110 degrees" or a "recorded highest heat index record of 199 degrees"...doesn't happen. You DO hear of record ambient air temperature highs and lows, though.
