    That would be my guess. The regulator's job is to regulate the voltage between 13.8-14.2 volts. As long as you have a digital meter, check the case ground on your regulator.     I don't torque mine. Just hit the nut with an air wrench. If you want to torque it, you could drop the inspection cover and hold the converter or flywheel with a large screw driver.

    The one I got is 3/4 gallon. (96oz) More than enough to do a 4bbl carb. It is pretty aggressive stuff and strong smelling too. Not surprised it could etch concrete. I have used it to clean a couple carbs then strain it back into the can using a cloth for a strainer.
