Yes, it has the silver edging that was only used on the 69s, but I guess the silver could be removed to use in a 70 model. It only works with the AM or AM/FM stereo radio with 8 track tape player as well. It is not correct for 1971, which is very different.
 
I caught the flasher switch location on the dash, wouldnt that not be there on a 70?

Good eye, but no, the flasher switch did not move to the steering column until the 1971 model year, when the new bezel was also introduced (and was carried over through the 73 models).

Thanks for the knowledge...... they moved from the dash to the column on the Dodge and Plymouths in 70' I now am curious why not the Chrysler

You are correct about Plymouth and Dodge moving flasher switch to column in 1970, along with moving the ignition switch to the column in 1970 as well for all models. Your question about why only Chrysler didn't do this is a very good one.
