Are they different between a vert and a hardtop?How much do you want for that pad if it will work?
 
I know it's quite a job to remove.PM me with a price that you think is fair and we'll go from there.
 
Removing the windshield should be a last resort. First remove all the retaining nuts from the back of the pad. You may find that it will slide out with some persistent and gentle wiggling. Don't know if it is the same but I removed the pad from my 68 Monaco that way. Don't know if it will work with your application but worth a try.
 
I think you can remove the pad without removing the windshield. It will take some contortions under the dash, but you should be able to get at the nuts.

Taking the whole dash out would require removing the windshield... But I seem to remember someone saying you can back the bolts out by grabbing them with vice grips from under the dash. I've never had a dash out of a '68, so I can't verify that.
 
I think the studs on the inside edge of the pad go through the frame. Its been 5+ years but I recall using a long wobble extension and initially finding the nuts without the drive attached. A round finger drive or stubby drive comes in handy.
 
Here are some pictures of my old dash pad. There are eight 3/8 hex nuts(shown at center) holding dash pad to the frame. And two Philips screws on the very ends shown in pictures. My wind shield was already out, letting me loosen lower dash frame bolts and tilting the entire dash towards me which helped a little. Also I purchased a flexible shaft bit driver at Harbor Freight for a few bucks that helps out some. Dash is shown upside down for better camera angle.
