Looks like a tilt/tel wheel? Also, those coils over the rear axle, an aftermarket add on or some kind of HD suspension package?
 
65 is tilt only. I believe that these were all Saginaw manufactured units, purchased from GM (even though you'll find MoPar parts numbers assigned). I heard of a guy who was looking for tilt parts for his Chevy . . . and was overjoyed to pull two identical MoPar columns from the boneyard!
 
Newport grill, 300 emblems. Didn't notice the VIN. Cruise control also. Not a 300 hub cap up front.

I'm the seller i got it the way you see it I'm going to do some customize most of the part are hart to come by like the grill i'm making alot of the part the 383 runs perfect and i had a 65 newport for parts i got from the junk yard with no title. if i can find some of the part to put it back like it should I will but for now I'm going to get road ready the hub cap is off 76 newport I don't have the 300 cap and i'm going to put 15'' on it and disc brakes
