15 Volts

Had time to test this the other day and sure enough...
I ran a jumper between the battery positive and the blue wire on the ballast resistor.

With jumper, 14.9 v @ battery, 14.9 @ ballast.
Without jumper, 15.6 @ battery, 14.7 @ ballast.

I will probably look for an nos ignition switch.

Still bit high as I would be happier with something like 14.2v at max but it could be that your regulator has taken some internal damage from the overcharging. You could swap the regulator into so called heavy duty aftermarket model which is also adjustable but still looks completely stock. I bought three from ebay to uppgrade my all mopars.

If I recal right you already confirmed that bulkhead connector was fine? You could also check the ignition switch connector before replacing the actual switch. The connector should be somewhere along the steering column.

I also wonder if one could clean up an old switch by soaking and even submerging the switch into contact cleaner for a night or so and then into some light oil when it is dry again. I think that the contacts haven't really burned up yet. Just some oxidation etc.
