Rub instead of clicking?

in resetting up my drum brakes, the adjusting star wheel does not engage the adjusting arm, but just rubs against it. I undid all the brakes except one before I noticed how they were set. The one that remains also just rubs rather than clicks. Is this correct? All the videos I've watched we definitely engaging with a substantial click on the star wheel. Videos were not mopar specific.
 
The adjusters are new and correctly located, based on the images I've seen, but there is no way/no flange to catch on. This is true of the old ones as well. Mystery.
 
Here's a photo of the current situation. Star wheel rubs against the adjuster arm but I can manually turn the star up or down. The arm does not fall into gaps to lock.

Could it be that I just need to adjust the star outward enough for the wheel to locate properly. Currently it's set as closed as possible. Or could the issue be that the drum has to be installed to set adjusting arm's location?

In my experience, I needed to dial them in more. I didn't realize mine were loose until a friend showed me after my adjuster came apart.

You sometimes need to tweak the adjusting arm by taking a pliers and bending the striker inwards toward the star wheel, this will get you contact. Most of this stuff is made in China these days and the quality control is not always the best.
