Not seen this one before. F8/F8 in Eastern Washington state, very few options (e.g., no A/C, 2-speed wipers):

1969 Dodge Polara convertible

Pics show that it's pretty rough and has rust (cue the battery tray -- must have sat for a while -- and especially the trunk). The fender tag is helpfully provided:
