Without going outside to look at my bumper, isn't that a chromed carriage bolt? Here is an example, and it should not be difficult to replace with new - Chrome Plated Steel Carriage/Bumper Bolts On Midwest Acorn Nut Co.

If trying to save it, I would use my torches to heat the nut red hot, then grab it with vice-grips and try to twist it free. Otherwise I would not invest any time to save it and cut it off with my die grinders/cut-off wheel (or torch) and replace the carriage bolt along with all the others on the bumper.
 
There is a tool called a nut buster.

I'd be careful searching the term nut buster, ya maybe surprised what you get.

Better off using "nut splitter"...

Surprised they haven't come up with a version for your DeWalt drill!
 
if you have good access, take a sharp chisel and split the nut. use a die to re thread the stud.

No it is a stud, which is welded to the inside of the bumper. The carriage bolts came out after a good soak in penetrating oil over the course of a couple of days. I will likeky replace these as the exposed threat was corroded.
 
Anyone tried to remove rubber cover from bumper? Just a case of heating up?

Car has been fighting me all the way today. Tried to change the rear wheel and nuts are stuck fast. Cannot understand as I only had them off a few days ago and did not put them on super tight. Managed to get two off, but the others 3 keep slipping on the socket and are starting to round edges. Looks like another trip out to get an impact wrench.

Managed to loosen a portion of the rubber cover on the back bumper, but it is going to be a long laborious job, heating and removing a few inches at a time. Been on since 1972, so has held up well.
 
Frustrating day, impact wrench did not work, so spent most of today , heating, chiseling and dremeling the 3 stuck lug nuts. Cannot understand why they were as tight as they were, as i certainly did not tighten them that hard. Thats the way it goes sometimes, a 5 minute job, takes all day.

Yep, I have the same Gremlins at my house as you do. Fix it knowing it is correct and the next time you go out to fire up or use the car, its FUBAR'd again for no reason. And EVERY 5 minute job takes all day while the all day job you planned for only take 1/2 the day, but never any less.
 
wheels on, bit of a squeeze. quite like the fender skirts, so may stick with these now.
