Rim Blow Steering Wheel Issues

1970 Fury with a Rim Blow steering wheel. Had the wheel off to be fixed, put it back on and it wont work.
Ohm meter used and all is good, horn relay is good and the horns themselves work.
There does not seem to be any "wiring" coming up through the steering column to meet up/match up with the "power wire" from the rim blow...damn this is hard to describe.
The two wires, I guess they would be the ground and power wires that come from the rim blow, are new and they have been reconnected to the wheel properly. The only thing coming out from the column is a "spring".
I made sure it comes through the hole in some metal bushing so it matches up with the contact of the "power wire" from the rim blow.

Is this the way the rim blow gets power?

Judging by the photo, you have a tilt/telescopic steering column? Please identify?
You appear to have a damaged contact for the horn contact (bent spring in your photo)

I would not term it "gets power". All the steering wheel switch does is ground the single wire from the horn relay's coil. Use a jumper wire to do that yourself (cover ears). Often there is a break where a jumper goes around the rubber isolator (RAG) on the steering column in the engine bay.
 
Yes the car has tilt but not telescopic.
Yes the spring is bent out of shape, I did stick a test light probe down the spring and the test light will light up but only when I move it around and even then its sporadic.
If it is the spring, how do I get it out? Is there some wire that connects to it somewhere down the column?

Have you tried this?. Connect a jumper to the bent spring, the other end goes to the steering column shaft. If everything is right with the horns/relay/power/wiring, the horns will sound. If so, then you have lost something in the path through the wheel (either the contact plate on the bottom of the wheel, or the rim blow switch itself).

The spring is built into the turn signal switch. I don't believe you can remove it. The fact that your test lamp lit up indicates that things appear to be in order up to that point.

How do I get the "plate" off...the part that has all the notches in it in my first picture?

looks like there is a locking ring or clip holding it on the shaft.
 
not sure about this car, but on mine there is a gap in the ring. you would have to put something in there to spread it apart enough so that it will come out of the notch and slide towards you.
