Title problems while trying to sell overseas

Here in Canada you need a registration and bill of sale otherwise the car is not allowed to leave Canada is a no go then from Customs they won’t release the car for export
I’ve never had a problem leaving Canada with a car, I just tow it over the border and all the paperwork is done in the US. The only time I have had to go to export control leaving Canada was for boats from dealers and even then it was so they could prove it left and didn’t have to pay tax on the sale.
 
When I bought the 60 Dart 3 years ago I simply had the most current signed registration and BOS
It confused the first official but the shift manager stepped in and told the official that NY didn’t have big titles and the registration was good.
Paid the sales tax during entering and was on my way

sorry haven't been here for a while.
It is possible to import cars without title.
I never did it through germany though.
The cars I imported (several with a transerable NY registration) all got into europe using the harbour in Rotterdam/netherlands. A lot closer for me as the german harbours.

I recently inquired with a German shipping agent about importing an old car from CT (whch didn't have a title either) for a friend. The reply was that the car can be imported without title, if the following documents can be provided:
- General confirmation from CT DMV that cars 20 years or older do not require a title in CT (it can be downloaded here
- A notarized bill of sale, preferrably the CT form Q1. This form can't be just downloaded and filled in, but the seller can apply for one Q1 form to be mailed to him from the CT DMV here.

Alternatively, if the seller is the current registered owner in CT, he may apply for a title to be issued, even if the car is older than 20 years. CT DMV accepts this request in case the car is sold to another state or outside of the US. The downside: Fee is $ 20.00 and waiting time is approx. 6 weeks. To do so, there is no other form to be used than the Application for Replacement Certificate of Title
