Question for you folks.... Is the HCV linked to the temperature sensor/gauge for a 1963 Non A/C New Yorker?

I am not getting enough heat out of the vents even after radiator and motor are completely warmed to thermostat temps. My temperature gauge does not work and constantly registers cold... Thinking maybe the HCV is not opening all the way to allow the hot water into the heater core. I am gonna check both input and output hoses to heater core later today to see if both hot..

The heater control valve on the '63-'64 Chryslers is a manual unit controlled by a cable. These cables sometimes break as does the mount point on the heater control unit, check those items. If the cable has broken or detached, the HVC is inoperative, otherwise, there is nothing that will usually happen to the HCV other than it will leak. Depending on the condition of your cooling system, the heater core could also be plugged up.

Update. Both heater hose lines are not really hot going into the heater core. I may have to put a piece of cardboard in front of the radiator. The solid fan is just pulling too much air and the Nov temps around here have been silly cold for time of year.

Second question... the dash lights behind the gear position buttons went out the other night... how easy to replace the bulb/s behind?

Sounds like your thermostat isn't working properly.

Yes.. possible it is staying open.. will check that as well.

Hell. . . You may have a situation like I had with my '66 300 hard top. I've driven it around for two years and could never get any heat out of the heater. Thought it was the HCV. This past summer, the water pump went out on the way to Carlisle. When I pulled off the top hose to remove the old pump, I discovered there was no thermostat installed at all. Well. . . Duh. . .

Well.. as it turns out.. I had another electrical issue yesterday so i decided to dive in on the heating issue as well since car was in garage semi disabled. Figured i would pull out the thermostat and test it. I removed the housing and low and behold... no thermostat (wtf!!!) I replaced it with a nice stat 160 and she is putting out some nice heat now. I will flush out the block come spring time...since the radiator fluid was not really too clean when i drained it... imagine that may have been reason person who owned it before me may have not installed thermostat. Who knows. I know from racing days.. you need some restriction in there.. not just open. Anyway thanks guys for inputs.

There ya go. . . One more thing: If I was you, I'd go with a 180 degree thermostat. Your engine will run better.
