Yes it would have but the whole kit and kaboodle, including 8' ground rod, was $100.00 using scrounged up used materials.
Be proud of me being cheap, not for not being an anal career Master Electrician.

You have not been following the reason I started this thread.
Perhaps "the fence" itself might not be "outlawed", BUT the type/height of the fence must be "to their code"? With the height spec also being to the particular municipality's height/location specs.
I suspect that many basic HOA codes are a simple re-statement of the local municipality's code statements, BUT can add to that at their discretion. In the case of a fence, defining the construction materials/type and location on the property tract. ALL in the alleged orientation of protecting property values (mutually-beneficial, they claim). Can't forget the replacement roofing material specs! Wonder how many will allow roof-top solar installations?
