For dual exhaust setup - I've got that on a 1970 Dodge Monaco coupe with 440 as well - but it doesn't look as new as this one.........
 
Looks like something you could fab without a huge amount of effort. Wouldn't be NOS though!
 
The other related part is the C-shaped or U-shaped piece that clamps onto the pipe that slides into the slot in the rubber. Flat on the top area, curved on the bottom area. AND with the correct "drop-down" dimension.

The 2nd Gen Camaro/Firebird has a similar rear pipe hanger, but the tab that slides into the rubber is tacked onto the pipe instead of needing a clamp to hold it on. But with a different holding mechanism for the rubber.

Might find something similar in the hanger section of the Walker Exhaust caralog? Many of the OEM hangers used to be in there, but not sure about now.

Nice.

I would think that this and many other of these sort of components could be easily made and offered. If I had less other interests, I would consider creating a small business to make these sort of components.... I am both surprised and not in that someone is / isn't making these sort of things...
 
OR that somebody didn't perceive their future needs 30+ years ago? BUT the other side of that is that only the rubber might deteriorate with time in a part that nobody knew about OR was purchasing new. Now, we see the need for them.

cant read the numbers in the middle ...prob in the parts book..i never really looked though..its fits 70 GT w exhaust tips and all dual exhaust cars...

i have those for sale on ebay... clamps and brackets for all dual exhaust 383- 440 cars 70-71 ....only set i have ever seen nos
