Horn stuck on, some dash lights out too

Thank you for all the responses. I grabbed the spring clip with some pliers to prevent flight as I pried it up with a couple of screwdrivers. Rubber seemed ok until closer inspection revealed a small pinhole. I put some electrical tape around it for a temporary fix until I source the replacement parts. Wheel back together and horn works normally now.
