WANTED 1970 Chrysler 300 or Newport Dash Pad

I had a similar situation with mine, it was badly faded. I used SEM products and it brought it back like new.

I'd be happy if i could do that with mine. What and why are the "oily" spots, and how do you clean up the stickiness, so that they'll hold paint?
 
I was skeptical at first but watched a few YouTube videos and read the directions. It starts with SEM soap. You use a scotch pad and the soap which deep cleans the dash pad. I had to do mine several times to get it clean. The next step is the mid coat, very important, then finally three passes with the top coat. I was very happy with the results.
 
The oil comes from the pad itself. It may be a pain, however the upside is a dash with no cracks! I had to degrease and moisturize mine three or four times before it was truly clean. I used spray nine, or a similar degreaser, at half strength, followed by a heavy application of formula 303.
