I'm trying to take off my front bumper on the fury and with using a full can on penetrating oil, and giving in all the berries I have, I can seem to budge any of the 4 bolts? Am I going about this all wrong or am I missing something?

I put a bar on them to hold them while turning the bolt, but I dont think I would have enough room to actually turn the nut.

I would give the nuts a try. If you can't turn them, you need more leverage on the bolts or heat on the nuts.

I've removed lots of rusty front bumper bolts over the years, and never encountered one that the hardware wouldn't come off. Just takes a lot of muscle and a good 1/2" breaker bar sometimes.

When i removed mine from my 68 wagon i soaked all the nuts and bolts on the brackets where they bolted to the frame with PB Blaster for a couple hours. Then i was able to remove the bumper and brackets as a unit .I then soaked the bumper bolt's and nuts then used a impact gun to break the nuts loose.I reinstalled the brackets & bumper as a unit.

Always soak your nut and bolts with penetrating spray a good few hours, or even a day, before you want to break them loose. This will give the penetrant time to work its magic. A good 1/2 inch drive breaker bar is always a must have for these jobs too. Good luck.

This is exactly what you need to do. Sometimes when removing the bumper bolts from the bumper to the brackets you may need to use a pry bar under the nut to keep the square end of the bolt in the bumper hole so it does not turn.
