New carb is in. Everything more or less fit even with the spacer on the carb, but the shift points are off. Mostly delayed shifting up. I am guessing it is this piece right here that at idle appears firm against the stop.

I have no idea how transmissions shift themselves let alone how to adjust! Can someone point me in the right direction?

FWIW the disconnected cable is for the cruise control that is non functional.

This is presuming the throttle cable was installed correctly as per section 14 of FSM (Approx 1/4 to 1/8 cable slack at idle)

From 1977 FSM pg 21-64:

Throttle rod adjustment procedure ALL

Engine at operating temp and Carb off fast idle cam.

Jack up car

Loosen adjustment swivel lock screw

To ensure proper adjustment, swivel must be free to slide along flat end of throttle rod so that pre-load spring action is not restricted. Disassemble and clean or repair to permit/ assure free action, if necessary.

Hold transmission lever firmly forward against its internal stop and tighten the swivel lock screw to 100 inch pounds

Adjustment is finished and linkage backlash was automatically removed by preload spring.

How much are the part-throttle upshifts being delayed? Compared to what the similar upshift speeds were before the carb change?

If the upshifts are too high, then there is too much preload in the linkage, compared to what the orig setting were. Which means the total linkage length is too long and needs to be be shortened a bit to get things back to where they need to be, or at least closer.

To me, from my experiences, being toward the top end of the spec for min-throttle and part-throttle upshifts can make the car feel better than being on the other end of the spectrum.

There might be a Chrysler MasterTech video on how to do the adjustment at www.mymopar.com, too.

I believe you need a spring pulling the shift linkage forward, tho it may be lower on the linkage, I'm not familiar with a newer set up like this one

It's right to the right of the slotted rod.
Adjustment is made at bottom like Mr C said. Loosen bolt and block will slide rod.
 
Followed Mr. C (and looked in the FSM which I should have done in the first place!) and it seems to work like it did before the swap. Kick down worked properly too. Accelerator cable had play and needed no adjustment.

I had not yet attempted to adjust the shift linkage cable until now to answer oldkimmer. I had adjusted accelerator.
