This car is not mine, just found it on CL and am posting it here.
At the time of posting, this ad is 7 hours old..

1965 Chrysler New Yorker Coupe - $2,500 - Turlock, California

CL Description
1965 Chrysler New Yorker originally purchased to be used as a destruction derby car.
No Pink Slip - Have been notified by DMV the car is Non-op
Car does run but needs transmission - have new transmission to go with car. Transmission size 727. Engine size is 413.
No rear bumper

It means that there are no registration back fees normally. If you don't "non-op" and the car just sits, the registrations add up year after year.
 
I lived there for 16 years, not true. Plates expire, they fall off the system. You have to reapply for registration.

Agree, one would have to do a title search with the Vin, to make sure car is not stolen, has liens, etc.
Then you can apply for new title. Would probably need brake and light inspection for a new title.
 
Rewarding back registration fees in California, vehicles that are older than 25 years old and of collector nature can have back registration penalties waived. VC 4604, VC 5051, VC 5004, and VC 5004.5 are the applicable codes. And it must be done through the DMV, and likely the clerk will not even no about waiver. This is independent of if the car has been non-oped or not.

Regarding missing a missing title...frustrating yes, but not the end of the world. I have brought a few vehicles back from the dead in California; Patience is your ally.
 
It can be re-titled.
There is a process for re-titling called ‘Lien sale’. It involves attempts to contact the last registered owner using certified mail. I did this years ago for a 69 Cougar.
