Can anyone identify these guys pictured in October, 1967?

The 2 undercover narcs that busted me in 1969 when they found out I was selling weed at my grade school. Problem was
I was selling it to my teacher "Misses Dingledorf". They were some bad dudes for sure. I ended up graduating 8th grade at the age of 15.

This is true-

I went to elementary school in 8th grade with a kid we called "Uncle Fester". He was sweet, but a little slow. He had his driver's license, and would drive to 8th grade. Problem was, the school board failed to provide student parking. Maybe they've fixed it now. Or just hired better teachers.

That guy in front was Elwood Collins Engel, who was actually Phil Collin's dad. Phil grew up around C bodies, that his dad had as company cars.

Phil's first exposure to ATC II inspired him to write the million seller "I can feel it in the air tonight".

Later, the system jammed on at 55 degrees, and he penned what he called "Sudio". Unfortunately , he was so cold and shivering, that the final song ended up "Su su Sudio". True story-
