Hi All. Slowly addressing options on this 65 wagon. I got door panels and interior out. Working on power windows and power door locks. When I try to engage the power door locks there is a relay that clicks behind kick panel. Not sure it means short, or time for new relay.

I think what he's say above is that what you are hearing is the resetting breaker popping open due to the system drawing too much current. I've never worked on these old power lock systems, but I'd guess that something is stuck. When you try to use the lock button then it draws too much current and opens.

You could bench test the door lock solenoids individually without removing them from the doors.

Check out the wiring loom that hinges in the driver’s door
I have seen this wiring fail in the past

I would shoot WD40 on all of the linkage/pivots/tracks/rollers etc. Windows and locks. Even the door latches. You may just get them working if you keep clicking up/down/up/down. Be happy if the windows only go an inch, then 2 inches, etc. Same with the locks. Don't hold the switch or lock button in position too long. I've rebuilt many window switches with fried contacts. Just keep "bumping".
I got quite a few MoPar windows / door locks going like this (20 years ago!). Follow up with white grease.
It's a messy job, but somebody (else!) has to do it.
Good luck!
