Somebody wanted to charge you $3000 to restore it? So glad you didn't opt for some bad-looking aftermarket steering wheel. Seems like SO many guys swap out the cool OEM wheel. I would never do that.
The spot you outlined does not appear to be at the frame, but of course photos can be difficult to interpret. Otherwise the car looks nice. As the other guys have pointed out, the car is 65 years old, so there will be issues and sorting.
I would absolutely advise that you inspect the underside...
Hey Arch, are you familiar with AMS obsolete in Fairmount, GA? It's a huge place out in the woods with warehouses stacked to the rafters with Mopar parts. There are around 600 cars spread all across the property, all Mopars. It's mindbottling.
