The hose going thru the fire wall is more than likely for your heater controls. It looks to me that it should hook up to the nozzle that is uncapped.

When you push the horn button you are sending a ground to the horn relay. You are losing your ground intermittingly. Does your car have a rag joint above the sector? Sometimes that is the culprit.

Are you certain you have 15" wheels on your Polara? It looks like they are 14" and the cap you bought on Ebay is a 15." My 60 Dodge has 14" wheels but the caps measure 15" because they cover the rim totally.
