Usually, most places have hazardous waste disposal stations where you can take old chemicals etc, they usually take old fuel too.

Denture tablets are good for removing coffee and tea stains from thermos flasks. Probably the worst thing that will happen is they won't be strong enough to remove the stains.
As a possibly wild guess, try contacting 3M as they make lots of vinyl products, made the di-noc woodgrain vinyl used on cars back in the 60s etc, and thus "probably" made the tape you require, no harm asking anyhow.
