Fury III? as it has the side molding and rear bumper of a III. Strange police like front bumper guard but different than my ex- squad.

I remove my pump from its mount and fill it to about 1/3" from the top holding the pump upright. Also slowly remove the fill screw to let the air out first. And lastly, listen to the sound the fluid and motor make. You can hear the difference if too much air and not enough fluid.

Put the top down then remove top motor from hold down, slowly remove screw allowing air to escape. Fill with ATF to about the point if can touch with your finger. Try going up and down with your top a few times, check for leaks and refill and bolt the top motor back into housing.

Also is there a High School, Tech College or Prison that offers a Body Shop course that this would be a good candidate for.

Find a repair shop that is: A: Competent B: will work on it over a year or less as "fill in" and C: reasonable repair estimate taking the first two items in account.
