    Uppers should be threaded. There are special sockets to remove them.

    If the bolt is out, it should be unloaded. Strike the anchor to shock it loose.

    I have always done all the steps you said you did. Be sure the torsion bar is unloaded. If you suspect it is stuck in the anchor, hit the anchor with a hammer to "shock" it loose. Be sure the bar is protected from the teeth of the vice grip with a rag.

    Thank you but I don't think Chrysler used the "small" hub cap until 1968 and they weren't 15" wheels. 69 they did with a 15" wheel.
