Yes they are clocked differently. the shaft is prob frozen so it sheared the tab Prob have one but that has to come apart and be rebuilt.

Also oil the felt under the rotor with oil, prob stuck mechanical advance.

Looking at it to rebuild at a minimum two inside leads, a new advance plate grounding strap, points/cond and you never know if you can free up the advance plate ball bearings so that gives you a idea of the condition.
