To check for sure, you will need to remove the wiper arms, cowl cover, and wiper linkage to inspect and clean thoroughly. At that point you can look for rust spots.

Cowl area gets clogged with leaves. If you are lucky, you can clean it out and reseal the area. If not you will need metal replacement. Only way to find out, is to dive in.

From what I understand, your area should get around a foot of snow, we are at seven inches and still snowing. Remember take numerous breaks, we are not as young as we used to be.

Lucky for you I still have the drivers fender off of my 1966 300. You will have to remove the cowl panel for access, but it looks like their should be some kind of retainer to hold the hinge on the pivot pin.
