These retractors work and are black. The set is $85 plus the shipping and located in Illinois. More photos in the next post.

In ‘70 the retractors were actually under the carpet so these would be correct for ‘71.
 
At least in the Dodge, I can’t speak for the Plymouth and there were more differences than you might think.

Matt, you are correct, ALL 1970 e-bodies, both Dodge & Plymouth use the seatbelt with the retractor that fits under the carpet.
In addition the 70 models used 2 different seatbelt types, a “standard” lift buckle and an optional “deluxe” push button.
The belts listed are the “deluxe” style with the button release, which became “standard”.
As you state there are many differences, another is that the chrome female spade end has a different shape unique to the 1970 models.

1970 must have been a relatively expensive year for Chrysler to build cars.
