1965 Fury II Horn button

I picked up a '65 fury II 4 door a few months ago and I've been trying to sort out some little things here and there as I drive it. One of the more pressing issues is the horn doesn't work. I got the horns themselves freed up with some pb blaster and tapping, they work off the car with 12v. If I short the s terminal on the relay it blows for a second and then stops, but a test light still lights up as though current is passing through. The horns work as normal if I short the contact under the steering wheel to the large nut in the middle. I cannot figure out how the actual horn button is supposed to work or where it grounds out the contact under the horn button. I hope someone can help me, I'm lost

Ground, ground the world around.

Check your grounds.
If it’s working on the bench, I would start there.
Next, bulkhead connector.
You probably should get some deoxit too.
