1965 NYer wagon......power window relay location

I got some of the power windows to work for a while and now none work. Is there a power window relay? I see mentioned under drivers kick panel. I did replace the power door lock relay and those now work well. I looked under the dash and there is a fuse block......BUT no fuses at all.....what up with that?

I would guess there is a breaker somewhere, no idea where tho, mine is non power
