1966 Fury seatbelts?

Hi all, quick question.

did 1966 Plymouth Fury VIP 2dr come standard with seatbelts?
currently restoring one and found lap seatbelts under the rear seat, not sure if standard or not but couldn't locate and seatbelts for the front bench seat.

The car will have to pass inspection/roadworthy test and if vehicle was manufactured before 1969 then seat belt is not mandatory (from what i can tell of my states road laws)

any help would be appreciated, thanks

i had a look for the AP's, i could find the rear ap's but nothing for the front? not unless im looking in the wrong area?

I put a new rug in my car ( 4 door) and am trying to find the hole for the seatbelt mounts on the front closest to the door (both sides on the outside of the seat). I'm also trying to remember where the back seat bolts down. Anybody have some pics?
