could anyone please tell me what way to rotate the counterweight to have it open? It seems to be in favor full clockwise but when I roll it backwards it gets louder but wont stay.

When looking at it from the rh fender, it rotates CCW to open. Which is on the end of the counterweight tang/travel limiter. It only rotates 90 degrees. All of ours usually ended up stuck about 1/2 open, which did not hinder the performance of the 383 2bbl one bit. In later years, I did get the local dealership to replace the valve unit with an OEM Chrysler kit. It would hang, too, if I had not requested them to ream the bushings so the valve shaft fit a bit loosely. He had a reamer bit in the reamer kit which was just the right size, too.
