There are probably quite a few people who are not fans of green but can live with F4 green. I think it’s a nice color personally.

That's what I thought at first too. But it is probably only the cylinder head cover that is not screwed tight. You can see the valve springs and the screws are missing.

Correct on the valve cover and the air cleaner off carb. Maybe seized?
