Thank you for posting. CH23T2C213248 was for sale (with different wheels) exactly a year ago and was discussed in this thread. Attached is the fender tag.

Since @T-revorNobody started the current thread, the seller has added a comment that "This car would look great with some nice wheels." FWIW, at the time I saw pics of the car with road wheels and the correct center caps -- I don't know where they are

Spray bomb over the rust, put cheap wheels on it and double the price! Great marketing strategy.
