How legit this is I have no idea seeing as how all the pictures were taken in a small motel parking lot as though the owner lives there. Does have original correct CA blue plates

Does it not look odd with the front door window frames not in body colour? I can't find another image of a Diplomat with that treatment.

You are absolutely correct. Either the doors have been replaced from a dark colored car, or the upper frames painted for some silly reason. They should be body color.
I missed that until you pointed it out.
 
No, but it definitely has the vibe of some kind of municipal/fleet car.
It looks like a plain Dippy to me. I see zero clues of fleet/police use.
The full-size spare is definitely not original, and I don't think that 81 Dippys got a donut spare.

The vibe I get is that the seller is confused.

But $3600 isn't a terrible price if it's the car someone is looking for.

Esp this non-certified 85mph speedo.
