If you refer to the rubber blocks these should simply be pads for the gate to protect it from bumper contact when it is open.

Chrysler used such a strip vertically, which couldn't serve as a step.

no that's missing and front emblems are broke but still have them

I had this second thought as well, depending on where the pivot point is, didn't find one of these with an open gate except some idealized drawings. Otherwise it could only be a protection guard "a la" rubber bumper guard.
