Why wouldn’t the owner just settle with the insurance company and keep it. Only thing I can think of is that the insurance company paid a pretty good premium to them.
 
Looks like the hood latch released while driving, and the hood folded over the windshield/roof. If that's all the damage, then why would it be salvaged?

There is a big dent in the air cleaner, maybe the mounts broke and popped the hood. Hood and hinges would not usually be enough to total a clean car like this. It may have other issues. Some states also mark recovered thefts as salvage.

costs of repairs are high and the new parts for the latch . insurance company just wants a good return on there loss , so sell it and they wash there hands on it . they total vehicles all the time just to have no more dealings with them . some one will bid it up , and they recover most of the loss . there happy .
