Alternator draining the battery

My alternator has a built in regulator. There is a constant 9mA draw on the battery lead to the alternator and this seems to be draining my battery. The resistance from the alternator post to ground is only 1.5K ohms. This is a brand new rebuilt alternator and I thought it should be basically an open circuit from the alternator battery post to ground.

Has anybody seen this or have a better understanding how this should work?
 
could be a bad diode. the diodes control the flow of current. a bad one would allow the current to flow backwards from the battery.
