Best way to replace A/C button control module

[66 Monaco 500 365]

Hi all,
I have to install a new A/C controller that the buttons actuate.
Does the dash need to be rotated down?
Can the dash be removed without removing the windshield?
I've done everything else on my cars, but never dropped a dash.
I will also need a new heater core.
I assume the heat-A/C box can be removed from the bottom of the dash after the console is removed and that would give me access to the buttons too.
What's the best way to "get R done"?

I highly suggest a factory service manual but you definitely don’t need to move the dash.

I've done all that on my 65 Polara 500 vert without removing the dash. You will have to remove things like heater/AC duct hoses.
