Hi, can I use the cigar lighter (68 dodge) for a power source for aftermarket tach? snipe the end and butt joint with 20amp fuse?
 
That's live all the time, so it's not a good idea.

A better place is the fuse block. Unbolt it and turn it over. One half is powered all the time and one half switches on with the ignition. You want the half that switches on with ignition. Check with a test light or multimeter if you aren't sure.

It will look like this. The lower row is fused and the upper row is the feed to the fuse. You want the fused side.

I'd probably use the accessory spot, but really, it doesn't matter. Use a spade connector that looks like this if there's no open spots or a regular spade connector if there is.

How annoying would it be to rewire it to only turn on in accessory/ignition mode? I've got one of those USB chargers that double as a volt + ammeter and would be nice to not have to pull it out every time the car's off.

If I assume it's something from the 60's, the easy way to do it is move the wire for the cigar lighter on the fuse block to another fuse that is switched. You'll want to be sure it's a 20 amp fuse and not the 5 amp radio fuse. The FSM will show the wire to move.
