dash board lights

as above, where are the dash bulbs supposed to be?
on my '70 NP 2DR HT, They are not back lit, they are shining onto the gauges from in front ( between the driver and the front on the cluster ).
Very little power. dimmer gets dim and back, but not nearly enough for seeing the gauges at night and when sharing the road with oncoming traffic.

Having never dug into a 70 Newport I can't be 100% sure but it seems to me if they are not back lit then from above is the obvious answer. Probably some screws pointing straight up holding a light panel up and in place.
