Is it possible to change out a dash pad without pulling the windshield?

Replacing mine (68 Monaco) was an insurance job. They also replaced the windshield. My recollection is the the reconditioned dashpad was installed with the windshield in place.

What happened to need insurance Fred, refresh my memory

Fire in the wiring harness behind the instrument cluster. Fire came up through the vent and cracked the windshield. Just Dashes did the pad.

So that's how one could get a new pad.
