I would think you need a regulator with a return line if you are going to use a carb.

depends on the carb you're using. You shouldn't need more than 7.5 psi. Refer to the carb specs, and regulate back to that number.

i know but i need to know how much pressure the intank pump puts out

Holley offer an adjustable unit 12-803. You'll need a fuel pressure gauge between it and the carb to be accurate.
