Fender tag decoding

Im trying to get my tag decoded.
I figured out everything under the letters.
Can someone help me with the number codes.
This is a 65 fury, first sold as a police car.
Under the 3 is a 9 which means variable wipers, the rest I can’t find.

I didn't find anything on the upper most number combos.

Thanks, I appreciate the help. I have all the letters figured out.
The numbers are what I can’t figure out.
There’s a lot of 9s.
Seems the 9 in the vin number means police, also the 9 under the D means police as well.
