How do you remove boot over seat belt anchor

I am trying to remove robber/plastic boot over seat belt anchor. I thought it would just pull off, but not budging, and i dont want to force if i am pulling in wrong direction. Thanks

What year? That looks a little different than my ‘68. And the pictures a little close to put it in perspective.
On mine I had to remove the anchor first and then use a little help from my heat gun to make the sheath a little more pliable and pull the anchor eye through. My retractor is on the top side and isn’t locking. So not sure if it is the same as yours.

not sure about yours, on a 69 chrysler you remove the whole unit and there are hidden fasteners (rivets?)on the back side.

Thanks, will take a closer look tomorrow.. this is a 1972 Fury.

There is a small acces cap, which cips out, allowing access to the bolt. Could not see it in the bad light
