How to remove scratches from rear bumper?

Is there any way to remove little scratches from rear bumper, or just rechrome or find a better one? I dont know if I can explain it right, tiny little dings all over the bumper not exactly scratches. It feels like uneven, like there's something at the surface of the bumper. Maybe its from road salt, previous owner drove the car in the winter...

If you can supply a picture of it, that will help. But form what you are describing is might be the chrome starting to "Pickle" or lift because of rust underneath it.

Yeah, I'll try to take some photos of the bumper. If you look closer at the scratches, it looks like the surface is little broken. The backside of the bumper is rust free though.

If the surface is a little broken then yes it can be rust coming out from under the chrome itself, pushing it out. The bumper can still look good on the back though.
