interior lights on sail panel

Hi All Im trying to put the sail panels back on a 67 newport custom, the interior lights mount to the sail panels, well they are supposed to.
Im having trouble trying to get the light assembly together none of the hole match on the sail panel. There are 3 pieces to the light , you have the bulb retainer, then the lense ( round) then the chrome ring. These are supposed to mount to the sail panel. Sorry i dont have pics. I know i am missing something but not sure what!
If anyone can help i would appreciate it.

The bulb retainer actually mounts to the body of the car, and the sail panel material just goes over top. Then the lens and bezel screw through the sail panel material to the bulb retainer.
