magnum 500 wheel refinish

working on getting wagon ready for first road trip to Pigeon Forge,Tn in sept for the Grand Rod Run.I have a Question i want to refinish the black painted portion of the chrome 500's i have on the wagon as they are all scratched and worn. is the paint glossy or flat black.

Since we're on the subject of paint and refinishing. Does anyone know what color red is used for the formals hood ornament and where it would it be available?
