Pitman Arm mount bolt torque specs

Installing all new steering bar parts on the 66 wagon (thanks Craig!) I torqued the bolt that holds the pitman arm to the frame to 30 ft lbs which secured the shaft tube, but the Pitman arm movement is really tight. I had a second Moog Pitman arm (back up part) and clamped in the vice it also turns really stiff. I assume this is the way they are but throwing it out there for comment. Lot of torque on the power steering gear if this is the case.

According to my '70 Service Manual (which may be similar), the upper nut is 65 pounds, the nut to the center link is 40 pounds.
